Despite fan hopes, there was apparently never any intention or possibility of a Deep Space 9 film in the cards. At best, it was thought that perhaps some film might have featured a mix of cast members from the three 24th-century based shows.
Nana Visitor has often joked that if she/Kira ever did appear, it would likely simply be her bringing someone else a cup of coffee.
That being said, there’s the kickass novel series that followed that is more than an adequate substitute for a movie.
“The only thing I’ll say against Andrew concerns his presentation style. Andrew - if you’re watching - you cannot come over to the ABC and keep that smug, self-satisfied smirk. Because that’s what I do.”
